Sets targets, budgets and institutions rather than prices or rules for emitters.

Mandatory minimum performance for products, vehicles or buildings, e.g. Part L building regulations or fleet-average CO₂ targets for new cars.

How each policy is scored

Policy intensity multiplies three scores. Two are fixed for each policy; one changes every year.

Implementation (changes by year)

If a matching OECD score exists, implementation is that score divided by 10. Otherwise it follows an assumed ramp-up from the start year. The speed of the ramp-up depends on the type of mechanism.

Coverage score (fixed)

How much of the sector the policy reaches. It is an ordinal score (a rank on a fixed scale), not a measured share of emissions.

Bindingness (fixed)

How compulsory the policy is, from voluntary (0.25) to a mandatory rule (1). It is set by the type of instrument, not by observed compliance.
