About this policy

The Large Industry Energy Network (LIEN) is a programme established by the Sustainable Energy Authority of Ireland (SEAI) to assist large industrial energy users in improving their energy efficiency and sustainability. LIEN acts as a platform for knowledge sharing, collaboration, and best practices among participating industries. LIEN members are companies with an annual energy spend of €1 million or more. Through LIEN, companies gain access to resources, tools, and expertise to identify energy-saving opportunities, implement energy management strategies and adopt innovative technologies. The programme facilitates networking events, workshops, and technical support to promote the exchange of ideas and experiences among industrial peers. LIEN members report annually on energy consumption and projects undertaken to help increase efficiency. Under the With Existing Measures scenario, it is assumed that new savings continue to accrue at the 2024 level each year until 2030.

About this type of instrument: information, networks and voluntary agreements

Organisations often lack the information, skills or management attention to identify cost-effective savings. Peer networks and structured energy management address these organisational failures at low public cost.

Strengths
  • Low cost
  • Builds capability that supports other instruments
  • Encourages disclosure and benchmarking
Limitations
  • Participants self-select, so savings may not be additional
  • No enforcement if commitments are missed

Measurement in this dataset. No OECD indicator applies, so implementation uses assumed timing. Bindingness is scored 0.25 (information or voluntary).

Year by year

Filled markers use a matched OECD score; hollow markers use assumed timing. Shaded bands show the policy's status. Select a year on the chart or the slider to see how its intensity is built up.

Source records in the EEA registry

All EEA records linked to this policy. Records under the "with additional measures" scenario describe planned extensions; they are retained for traceability but are not treated as historical policy.

Data-quality notes

Methodological notes recorded for this series, grouped by theme.

Policy-specific notes

  • Reclassified from 'regulatory' in the source to 'voluntary agreement', reflecting its design.

Timing assumptions

  • Implementation in some years follows an assumed ramp-up because no matching OECD score is available.
  • The policy has no reported end date; its status after the reporting date is reconstructed as continuing.

Scoring conventions

  • Bindingness is a normative score from the study rubric, not a measure of observed compliance.
  • Coverage is an ordinal scope score, not a measured share of activity or emissions.

Selection context

  • Policies were selected using recent (2024–2030) assessments, which can introduce retrospective selection bias.
