OECD policy-stringency scores

The OECD Climate Actions and Policies Measurement Framework (CAPMF) rates how strict each type of climate policy is in Ireland. Scores run from 0 (none) to 10 (most stringent), every year from 1990 to 2023. It covers 56 policy categories and 130 detailed indicators. This dataset uses the same-year score of a matched category as its implementation proxy. The scores describe policy design, not observed implementation, compliance or effectiveness.

Four levels

Level 1: sectoral, cross-sectoral and international. Level 2: sector by market-based or other instruments. Level 3: policy categories such as carbon taxes or building codes. Level 4: specific indicators, such as the carbon tax on buildings.

Observation flags

A normal value, E estimated (kept), K included in another category, M cannot exist. K and M values are treated as missing and never filled in from other years.

How the scores are used

A matched policy's implementation level is its same-year score divided by 10. 47 categories scored above zero at some point. Of these, 20 were eligible and are linked to a named policy ("OECD anchors"). The rest were excluded; the reasons are listed below.
